Oregon HB 2001 (2019) requires cities with populations over 25,000 to allow at least one ADU on each lot zoned for single-family residential use. Combined with Portland's earlier ADU reforms, the state has produced more ADUs per capita than almost any other.
Local jurisdictions cannot require owner-occupancy or off-street parking for ADUs. Maximum size is typically 800 sqft (varies by city).
